Fowler is a quack and appears to be mentally unbalanced. Four memebrs of my family have seen him and we've all had a negative experieince. Sometimes he can be nice and tries to help. other times he is quite rude and odesn't do anything but tell you to come back later. Also the dog in the office is a problem.
