This is in response to Mr. Moss, owner of the '77 corvette made earlier today about ASAP SMOG TEST ONLY CENTER.
First Claim: " Now I admit I’m not a big car guy, I am just now learning and teaching myself with the help of some mechanic friends.....they said I was missing my fuel evaporation canister and the hoses were clamped off... well I get to looking under my hood with a friend who works as a mechanic and low and behold the canister is sitting right there all hooked up... the clamped off hoses were from the A/C that someone pulled out (this is a 77 Vette by the way).."
On your smog check Vehicle Inspection Report: Fuel Evaporative Controls : MODIFIED (not missing, referring to the fuel evaporation canister)
Second Claim: "Second that my exhaust system was not legal because it had duel CATS, and could only have one because that’s what it was stock.... I know CA Emissions laws are super strict, but this didn’t make sense... having the duel CATS was more emissions efficient and gas efficient... so I looked on the CARB website and there was an interesting passage I came across...'Exempted parts are add-on or modified parts that have undergone an ARB engineering evaluation. If the part or modification is shown to not increase vehicle emissions, it is granted an exemption to emission control system anti-tampering laws. This exemption is called an Executive Order (EO) and allows the modification to be installed on specific emission controlled vehicles. Every Executive Order part or modification has an assigned number that can be verified by Smog Check stations, BAR Referee stations, or by the ARB.' "
You did not have an assigned number that can be verified as stated in the ARB website:
Also, according to the Smog Check Inspection Procedures Manual released by the Bureau of Automotive Repair, section 1.3.1 for performing the Visual Inspection regarding catalytic converters states that "catalytic converters must be in the original configuration with the same number of converters in place." Third Claim: "Now I know my CATS are CARB approved... and I also verified this with a different SMOG shop owner... AN HONEST ONE...."
If this is so, why hasn't the "honest" smog shop owner passed your car? The smog inspection on your car was perfromed in November of last year yet it has not passed anywhere up to date in California.
You could have provided the name of the smog technician or the smog station who verified this. However, according to the California vehicle smog test history web page for smog inspections your 1977 Chevrolet Corvette VIN: 1Z37L7S417818 has not passed a California smog inspection since February of 2002. I have had no contact from Mr. Moss regarding this matter. No official evidence has been provided to me that suggests I performed an improper inspection.

I went to this place, to smog a recently acquired car, they smogged it and told me it passes smog, but failed the visual inspection.... and immediately referred me to a shop up the street... SO please don’t go to this shop they will rip you off and send you to a buddy who will try and charge you HIGH prices (tried to tell me over 1K in things I had to get done to pass) so they can get a kick back from the shop im sure... I HATE PEOPLE LIKE THIS
